Do I remove the black tape inside that is on the strings (one on each string)?

Do not remove. Those velcro pieces are what keep the strings firmly rested against the playing surface to give that “snap” or snare-like response. Occasionally you may want to adjust or “tension” them to make sure they are doing their job.
